Andrew Scott and David Carroll join to strengthen cyber defence efforts
The Cybersecurity and Infrastructure Security Agency (CISA) continues its commitment to protecting the federal civilian government, State, Local, Tribal, and Territorial (SLTT) partners, and critical infrastructure from evolving cyber threats. Whether originating from the People’s Republic of China (PRC) or ransomware gangs, CISA invests in technology and capabilities while recognizing that the key to success lies in its people. With that in mind, CISA announces the appointment of two senior leaders to its Cybersecurity Division: Andrew Scott as Associate Director for China Operations and David Carroll as Associate Director for Mission Engineering.
Andrew Scott brings a wealth of expertise spanning strategy, operations, and crisis response across technology and foreign policy domains. With extensive experience at the White House, including his most recent role as Special Assistant to the President and Senior Director for Cyber Policy, and his previous position as Director of International Cyber Policy, Andrew is well-versed in navigating complex cybersecurity challenges. He has also contributed to the Central Intelligence Agency’s efforts in analysing and countering foreign cyber threats. Andrew’s career has consistently focused on two main areas: cybersecurity and China. This background makes him an ideal fit for the newly established role that will guide the Cybersecurity Division in effectively protecting the American people against PRC cyber threats.
David Carroll is returning to the Department of Homeland Security, bringing over 25 years of combined experience in operations, management, and governance of security, privacy, and risk programs. Having served in various capacities in both the public and private sectors, including his recent role at Google, David offers a unique perspective on cyber operations. His service as a U.S. Navy Reservist further enhances his expertise. With specialization in cloud, mobile, and virtual environments crucial to modern enterprises, David has held positions related to cyber and digital transformation, including a role at the North Atlantic Treaty Organization (NATO). He joins CISA to lead the recently renamed Mission Engineering organization, responsible for developing and executing foundational analytics and infrastructure that empower cyber operators through the Cyber Analytics Data System.
