HK Govt approves new round of standing contract for IT professional services

Continuous growth in the number of companies participating in the scheme.

The Office of the Government Chief Information Officer awarded 117 standing contractor agreements to 70 companies to provide IT professional services to the government under the Standing Contractor Agreement Scheme for Quality Information Technology Professional Services. The standing hosting agreement will come into effect on January 31, 2022, for a period of 48 months.

The Government Chief Information Officer, Lam Wai-kio, is pleased to see the continuous growth in the number of companies participating in the scheme and believes that it will help promote the development of the information technology industry. He said, “The Standing Contractor Scheme has been effectively assisting the Government in meeting the huge demand for IT professional services. The scheme has also brought enormous business opportunities to the IT industry and provided innovative and innovative IT services to various government departments.”

“The number of companies participating in the scheme has increased significantly from 49 in the previous round to 70 in the new round, which shows that the scheme is widely welcomed by the IT industry. We are also pleased to see that 44 per cent of the companies engaged in the new round of contracts, or 31 are Small and medium-sized enterprises, doubled from the previous round.”

The Government has implemented the Standing Contractor Agreement Scheme since 2005 to streamline the procurement procedures for IT professional services. The New Standing Contracting Agreement Scheme covers three types of IT services:

Category A: pre-service and management services for project/project development, system support and maintenance services, integrated services for system development and implementation;
Category B: information security, privacy assessment and independent testing services; and
Category C: rollout of shared information technology Application systems and their maintenance services.

During the contract period, various government departments can invite contractors of relevant service categories to submit proposals for individual IT projects and select service providers to be responsible for the relevant projects based on technical and price assessments.

Lam Wai Kiu said, “The total contract value of the new round of standing contractor agreement schemes is estimated to exceed $US3 billion. I encourage contractors to introduce more innovative and high-quality information technology solutions to jointly promote the development of a new generation of digital government and jointly build Hong Kong into a smart city.”
